Manager Engineering and Assets


Location: North QLD

Type: 5-Year Contract (Full-Time)

Salary: $145K Base + Super (Approx. $190K TRP) + $17,500 Vehicle Allowance


Telos Co is partnering with a progressive regional Queensland Council to recruit a Manager Engineering and Assets.


This is a senior leadership role responsible for the lifecycle management of Council’s infrastructure portfolio across roads, water, drainage, buildings, public spaces and marine assets. Reporting to the Director Infrastructure Services, the position leads the Engineering and Asset Management function to ensure long-term sustainability, compliance, financial performance and service delivery standards across the region.


This role plays a critical part in shaping infrastructure strategy, capital works programming, disaster funding coordination and integrated asset planning in alignment with IPWEA frameworks and statutory obligations.


Key Responsibilities


  • Lead and manage Council’s Engineering and Asset Management teams to deliver integrated lifecycle asset planning aligned to IPWEA frameworks.
  • Oversee development of long-term infrastructure plans, renewal programs and capital works prioritisation.
  • Prepare project justification reports, concept designs, preliminary cost estimates and program schedules for capital delivery.
  • Provide high-level professional engineering and technical advice across Council directorates.
  • Manage infrastructure planning budgets, asset financial systems and reporting in line with procurement and legislative frameworks.
  • Oversee Disaster Recovery Funding Arrangements (DRFA) coordination where required.
  • Maintain and improve GIS systems, hydraulic modelling, flood modelling and network systems.
  • Support development and implementation of asset management policies, procedures and service delivery standards.
  • Collaborate with planning and regulatory teams on development applications and infrastructure contributions planning.
  • Lead compliance with statutory requirements under the Local Government Act 2009 and associated regulations.


About You


This is a strategic and operational leadership role suited to an experienced infrastructure professional who understands the complexity of asset-intensive public environments.


You are commercially astute, technically strong and confident operating across planning, engineering, financial and governance domains. You bring the ability to lead multi-disciplinary teams while balancing long-term asset sustainability with practical delivery outcomes.


Ideal candidates will have:


  • Tertiary qualification in Civil Engineering or a related discipline.
  • Extensive experience in engineering, infrastructure planning and asset management.
  • Demonstrated leadership within multi-disciplinary teams.
  • Strong understanding of asset lifecycle planning, financial modelling and capital works programming.
  • Experience in Local Government highly regarded.
  • Registered Professional Engineer of Queensland (RPEQ) or ability to obtain within 6 months.
  • Current Queensland ‘C’ Class Drivers Licence.
