Our client Mount Isa Water Board is delivering one of the region's most significant capital investment programs, with circa $30 - $50 million in infrastructure projects planned over the coming years. From critical water infrastructure and operational assets through to the redevelopment of its new corporate headquarters, every project directly supports the future of one of Queensland's most important regional communities.

We're seeking an experienced Senior Manager – Program Delivery to lead this program from strategy through to delivery.

This is far more than a traditional Project Manager position.

You'll own the entire capital program, oversee governance, prioritisation, business cases, approvals, reporting, resource allocation and delivery while leading a team responsible for bringing the organisation's capital investment strategy to life. You'll also remain hands-on, managing selected projects where required.

About the Opportunity

Reporting directly to the General Manager – Operations, you'll take ownership of the Capital Delivery Program across the organisation.

Your responsibilities will include:

• Leading the delivery of a diverse capital works program valued at approximately $50 million.
• Managing the program from concept and initiation through to completion and capitalisation.
• Tracking program performance, KPIs, budgets, risks and governance.
• Facilitating project prioritisation workshops and scope development.
• Preparing and reviewing business cases and project approvals.
• Leading governance reporting to the Executive Leadership Team and Board.
• Managing project interdependencies across the portfolio.
• Leading Project Managers while mentoring and developing capability across the team.
• Supporting the implementation of TechnologyOne as the organisation's future project and reporting platform.
• Personally managing key projects where required.

Why this role is different

This isn't suited to someone who has spent their career managing billion-dollar mega projects with large support teams.

Instead, we're looking for someone who enjoys working in a fast-paced, hands-on environment where priorities shift, decisions are made quickly and outcomes matter.

The portfolio currently consists of projects ranging from approximately $20,000 through to $7 million, including infrastructure, fleet, facilities, buildings and operational improvements. It requires someone equally comfortable developing strategic capital programs as they are rolling up their sleeves to solve delivery challenges.

If you've worked in a high-performing private sector environment where accountability, commercial thinking and practical execution are expected every day, you'll likely feel right at home.

About You

We're interested in speaking with experienced Program Managers, Senior Project Managers, Capital Delivery Managers or Infrastructure Leaders who can demonstrate:

• Proven experience leading complex capital works or infrastructure programs.
• Strong governance, reporting and business case development experience.
• Exceptional stakeholder engagement and leadership capability.
• The ability to manage multiple concurrent projects across varying sizes and priorities.
• Experience implementing or improving project management frameworks and governance.
• A collaborative leadership style with strong coaching and mentoring capability.
• Excellent commercial, financial and risk management skills.
• Engineering qualifications will be highly regarded.
• Qualifications in Project Management, Business or a related discipline will be advantageous.
• Experience within water, utilities, local government or infrastructure sectors will be beneficial but is not essential.

Location & Flexible Working

The preferred location for this position is Mount Isa.

Relocation assistance is available (negotiable).

A flexible FIFO arrangement will also be considered for the right candidate.

Importantly, this is not a traditional rostered FIFO position.

Travel requirements will be driven by the capital program and project delivery schedule. This could involve spending several consecutive weeks in Mount Isa during critical delivery phases before working remotely from home, or alternating between on-site and home-based work depending on operational requirements.
